1990-1993 saw the installation of a new system for regulating electrical power output and distribution across the north of India, sponsored by the World Bank.  This was based on hill-top stations linked together to form a microwave telecommunication system.   Michael O’Reilly was appointed by the Finnish contractor to sit on the Dispute Review Board overseeing the project and spent a considerable time traveling around India and drinking tea with diplomats.
